In a major blow to corrupt county bosses, a new law now grants the Auditor General direct access to all county bank accounts, ending decades of financial opacity. The County Public Finance Laws Act, 2025, comes after it was revealed that Homa Bay County alone was operating 558 commercial bank accounts outside Treasury oversight—money that never appeared in official records. Audit reports estimate counties collectively hold thousands of unauthorized accounts where billions in public funds are stashed, away from the scrutiny of the National Treasury and Parliament. "Governors have been running parallel financial systems. This law will expose the rot," said Busia Senator Okiya Omtatah, who has been campaigning for financial transparency. Under the new regulations, any county government that fails to declare all its bank accounts will face sanctions, including suspension of equitable revenue sharing. But critics doubt whether the law will be enforced. Many point to past reforms that were watered down by powerful interests or simply ignored. "We've seen laws before," said John Githongo, former Permanent Secretary for Ethics and Governance. "Enforcement is the problem. Will anyone go to jail?" If implemented faithfully, the reform could finally close loopholes that have allowed governors to loot with impunity. The question is whether political will exists to see it through.
